To apply under the term of the grant the local agencies chosen to receive funds must: 1. Be private voluntary non-profits. 2. Unit of government 3. Be eligible to receive Federal Funds. 4. Have an accounting system. 5. Practice nondiscrimination. 6. Have demonstrated, or capability to deliver emergency food or shelter programs.
